Use: exclude N and state a rule/result. 〜を除けば = “if we set N aside, then…”. More formal than N + 以外.

〜を問わず = “regardless of”. Prefer for broad categories; sounds formal in ads/notices.
〜を除いて／除き／除けば = “except for”. More factual/formal than N＋以外. 除けば often leads to a conclusion about “the rest”.
